Yes, but only with the right structure.
For dry pet food, freeze-dried pet food, and pet treats, recyclable high-barrier options are more practical. Examples include PE/EVOH/PE, PP/EVOH/PP, PE with AlOx coating, PE with SiOx coating, and other high-barrier polyolefin-based structures. These structures can reduce mixed-material complexity while still improving oxygen and moisture protection.
For wet pet food and retort pouches, the challenge is higher. The pouch must survive heat sterilization, pressure, moisture, oil, and long shelf-life storage. PP-based retort pouch structures may be an option, but they must be tested with the actual product and sterilization process. Traditional aluminum foil retort laminates may still be the safest option for demanding applications, although they are usually weaker in recyclability.
The key point is this:
Recyclability and high barrier performance can be compatible, but not every high-barrier material is recycling-friendly. EVOH, AlOx, and SiOx may support recyclable design when used correctly. Aluminum foil, PVDC, PET-containing PE structures, and large metallized areas can create serious recycling challenges. APR specifically lists PET, PVC/PVDC, PVDC coatings, degradable additives, and aluminum foil as problematic or non-recyclable in PE flexible recycling streams.
When sourcing flexible pet food packaging, do not only ask, “Is this eco-friendly?” That question is too broad. Ask more technical and verifiable questions.

“What is the complete material structure?”
“Is it MDO-PE/PE, BOPE/PE, PE/EVOH/PE, BOPP/CPP, PET/AL/RCPP, or another structure?”
“Is this designed for PE recycling, PP recycling, or only for material reduction?”
“What percentage of EVOH, AlOx, SiOx, metallized film, aluminum foil, or other barrier material is used?”
“Which recycling guideline or market is this claim based on — EU, UK, US, Canada, or another region?”
Ask:
“What is the OTR value?”
“What is the WVTR value?”
“What test conditions were used?”
“Has this structure been used for high-fat dry pet food, freeze-dried food, meat treats, or wet pet food?”
“Will the barrier performance remain stable after folding, filling, transportation, and shelf storage?”
Ask:
“Can you provide food-contact compliance documents?”
“Can the inner layer be used for oily, meat-based, or high-protein pet food?”
“Can you provide FDA or EU food-contact related documentation?”
“Are the inks, adhesives, and coatings suitable for food-contact packaging applications?”
The FDA defines food contact substances broadly, including packaging components, adhesives, colorants, antimicrobials, and antioxidants. It also evaluates migration and toxicological safety for intended use. In the EU, Regulation EU No 10/2011 covers plastic materials and articles intended to come into contact with food.
Ask based on your pouch format:
For stand up pouches: “Can the bottom gusset pass drop testing after filling?”
For flat bottom pouches: “Can the side seals and bottom seals support the filled weight?”
For quad seal pouches: “Is the structure strong enough for large-volume dry food?”
For retort pouches: “Can the pouch withstand sterilization temperature, pressure, and time?”
For roll stock film: “Is it compatible with our FFS packaging machine?”
For zipper pouches: “Is the zipper made from the same material family as the pouch body?”
Ask:
“Has this structure been evaluated under APR, CEFLEX, RecyClass, or another recognized design-for-recycling guideline?”
“Are the zipper, valve, label, ink, coating, and adhesive compatible with the recycling stream?”
“Does heavy printing or dark color affect sorting?”
“Can this pouch be recycled in the target market, or is it only technically recyclable in theory?”
